 You are the head of a large, city-government department, in a large city.  This means that your agency/organization is a public/government agency (not a private organization nor a non-profit).  This also means that your agency is not a National/Federal agency, it is not a state agency, it is not a county agency, it is not a regional agency - it is a large, city-government agency/department.  You are also not an elected official.  If you do not know what constitutes a large city, look it up.

Your agency provides a singular (meaning 1) service to the residents.  The service is not multi-faceted.

Your department is responsible for serving a culturally and ethnically diverse population (including recently arrived immigrants).

Your agency has also recently begun initiatives with a few of the countries from which the new immigrants arrive from.

One year ago, as part of a mandatory 10 year review of your agency, an outside consultant was hired to conduct an assessment your agency/department.  The consultant conducted an initial survey of the clients of your program.  The results of the survey suggest that your (and your agency’s) prior assumptions over the past several years about the population being served and their needs are very different from the actual responses given by residents.  In short, the residents that you serve are not happy with the service they receive from your department.  The overwhelming majority of the residents that are unhappy with your agency's/department's service are the newly arrived immigrants.

The consultant survey was deemed to be only a starting point (initial look) and did not attempt to determine the specific needs or areas of concern, but instead served only to let you know that you have been missing the mark for quite some time.

Overall, a significant portion of the population of respondents feel as though they have been neglected (and or mistreated) by your agency's poor delivery of its service.

Note: this is not an immigration issue/problem.  This is not a language issue/problem.  It is a service problem.

In crafting your response/solution, keep in mind that you are responding to your superiors and to your constituents.

Some of the areas/topics you will need to address in your response include:

·        What actions do you recommend be taken as a result of the initial consultant study?

·        How will you go about addressing/solving the problem?

·        Why / what are the reasons for your recommendations?

·        What will be the expected outcome of your solution?

Keep in mind the above bullet points are only part of what you need to address/do.  If all you do is address the 4 bullet points, you will lose points.  It is intentionally vague - part of what you need to do is figure out what else is needed/what is missing.

Your answer to this Leadership problem must incorporate the areas of the Interdisciplinary Studies Core (Logic, Statistics, English, Ethics, and Global Awareness).  That does not mean that you should have sections of your response that have those corresponding labels - rather, you need to present a response that is logical; you need to present a response that incorporates the use/importance of statistics; you need to present a response that is basically well written; your response/solution must be ethical; and you need to display an appreciation of the global nature of the situation.  And you need to adopt/take on the role of agency leader.  Do not present this as a regular term paper or a what if scenario...you "are" the agency/department leader.

The main body of your response must be a minimum of 2800 words.  While it may be a good idea to include things such as: name, title page, outline, dates, salutations, bullet points, abstracts,  lists, etc., they will not count toward the 2800 words.

There is no need for any outside sources.   If you do use any sources or quotations, you need to keep them to a minimum and you must cite them properly.  You will lose points for excessive sources/quotations.  You will also lose points for the use of long quotes.  And remember, any quotations used will not count as part of the word limit.

This is not a typical term paper - it's you addressing/solving a problem.

In addition to having to effectively summarize your agency and its mission, you will also be judged on…

The quality of the explanation associated with the Logic your decision is based on.

The degree/level to which you incorporate Statistics as part of your solution.

The overall quality of your Written response.

The depth to which you incorporate Ethical considerations into your decision.

The Global considerations given to your decision (but do not treat this assignment as if it is an immigration problem, it's not, it is a leadership problem).
